"Last" in the sense of "most recent", I think, Joe. I don't think they're closing.

Besides, they've got one of mine awaiting publication, and as yet they've never published anyone with a surname beginning with 'Q' -- and who'd close a publication with a gap like that in their author index?

The fate of the publication remains uncertain.
I believe last does mean last.
