I think it is John Sibley Williams. He seems to be one of those editors that works to make his journal good by trying to clear his head of all the pre-judgments we suffer beneath each day and looks for good poems. I know that is backhand--fronthand--bragging, but I do think he goes by that criteria as much as possible while so many others have things that are necessary to possess as entry criteria
